Starting August 24, YouTube counts a view for long-form and live the second playback begins, with no minimum watch time, so public counts will climb. Monetization, YPP eligibility, and watch-hour thresholds are unaffected; the metrics that actually matter shift to a separate "Engaged Views" figure and watch time.
