US and China could put humans back in charge of military AI
A Brookings and Tsinghua-backed dialogue proposes extending the US-China rule that humans control nuclear-weapons use to AI-enabled cyberattacks, giving leaders a clearer boundary before autonomous systems can trigger a crisis. The proposal targets attacks on nuclear command, control, and communications systems or critical infrastructure. It comes as militaries add agentic AI, systems that can take actions, to operations and AI models grow more capable.
