China’s proposed export-control catalogue would cover major AI models, agents, compute clusters and related information-processing technology, so exporters would need to register transfers before shipping while the rules are being finalised. The draft spans AI, biomedicine and photovoltaics, while technology already open-sourced or published in academic papers is excluded; public comments run from October sixteenth to November fifteenth, twenty twenty-six.
